CoST and CICA join forces to strengthen integrity in global infrastructure

Today, CoST – the Infrastructure Transparency Initiative and CICA – World Construction Association, have announced a new Memorandum of Understanding (MOU) marking a shared commitment to work closely with the construction industry to strengthen integrity and support better infrastructure investment around the world.

The MOU was announced at CICA’s Annual Conference 2026 in Paris, which brings together construction industry leaders, public authorities, international organisations, development institutions and investors to discuss how industry expertise can help meet growing global infrastructure needs.

The partnership will create opportunities for CoST and CICA to share knowledge and good practices across their members, strengthen the capacity of contractors to address integrity and corruption risks, and engage with industry and policymakers on the conditions needed for fair competition and sustainable infrastructure investment.

During the conference, CoST highlighted its growing work with the private sector through the development of an Infrastructure Integrity Toolbox, designed to give infrastructure companies practical support to identify, manage and mitigate integrity risks. They also shared their recently published report ‘Transparent infrastructure investment in Thailand’ working with construction contractors in Thailand, as well as the Royal Thai Government and British Embassy Bangkok, to create a series of recommendations for creating a better business environment for infrastructure investment in Thailand.

Petter Matthews, Executive Director, CoST said: “Our partnership with CICA gives us an important opportunity to build on our work engaging with the global construction industry – not simply to talk about integrity, but to further develop practical approaches that help companies manage risks, strengthen competition and create better conditions for responsible infrastructure investment.”

Fanny Dastugue, Director General, CICA said: “Promoting integrity and preventing corruption in all its forms is a priority for CICA, and we have found in CoST the ideal partner to develop high-impact initiatives for construction companies and throughout the value chain. Together, we aim to turn this commitment into concrete action including through joint dialogue with development finance agencies at the global and regional levels.”

The partnership reflects a shared ambition to make integrity a practical part of how infrastructure is planned, procured and delivered, while building a stronger dialogue between the construction industry, governments and civil society globally.
