Technical Adviser
As CoST Technical Adviser, Hamish supports current and prospective CoST activities, particularly in Africa and Asia. This entails engagement with interested parties in government, the private sector and civil society as well as the design and implementation of associated awareness-raising and training activities.
Based in Scotland, Hamish is a Civil Engineer, Planner, Environmentalist and Trainer. He has over 45 years’ experience of working with others to optimise the pro-poor outcomes of investments in public infrastructure, particularly in transition and developing countries. A founding member of the UK Anti-Corruption Forum and contributor to the Practitioner’s Guide to Open Contracting, he is a long-standing advocate of collaborative approaches to improving performance in the planning and delivery of public infrastructure.
Hamish has worked in over 50 countries on a combination of technical and governance-related assignments, including as business conduct compliance manager for a large international consultancy. An independent consultant since 2013, he now undertakes strategic short-term assignments for a range of clients. These are aimed at not only extending the application of known good practice, but also enhancing it by better understanding and addressing chronic underlying drivers of inefficiency, mismanagement and corruption in the sector.
He is a Fellow of the UK Institution of Civil Engineers.
