ITI International Coordinator

David is the principal author and international coordinator of the Infrastructure Transparency Index (ITI). An instrument of CoST that provides metrics to the levels of transparency and quality of processes related to public infrastructure; based on the evaluation of the national or sub-national enabling environment, the capacities and processes of procuring entities, and the infrastructure projects´ information disclosure.

David is also a consultant in digital transformation, transparency, open government, and open data in countries of Latin America, Asia, and Africa, with experience in international organizations such as the United Nations, the Inter-American Development Bank, and the Latin American Initiative for Open Data -ILDA. David is also the Research and Capacity Building Co-lead of the Global Data Barometer (GDB), and the GDB Latin America hub research coordinator.

David holds a MA in information technology management from the Korea Advanced Institute of Science and Technology (best student award), and a Bachelor degree in international trade from the University of Costa Rica (best student award).
