Rueben is an architect, an environmental consultant, and served on the MSG of CoST Zambia. He holds a Bachelor of Architecture degree and a MSc in Integrated Environmental Management, and a Master of Development Policy and Practice from University of Cape Town.

He currently serves as Vice Chair of the global Board of Transparency International, and Vice Chair of the Council of the International Anti-Corruption Conference  (IACC). He previously served on the Build IT International – Zambia Board and as Chair of the National Governing Council of the Africa Peer Review Mechanism process in Zambia,.
