Terms of Reference (ToR) for Communication Consultant

Project Title: “Galvanizing the Private Sector in Infrastructure Transparency in Central America” (Countries: Panama, Honduras, El Salvador, Guatemala, Costa Rica)

 

  1. Background

CoST – The Infrastructure Transparency Initiative is a global program that promotes transparency, accountability, and improved value for public money in the delivery of public infrastructure projects. By disclosing essential information about infrastructure projects, CoST seeks to reduce corruption, mismanagement, and inefficiency in public contracting and infrastructure development.

 

CoST is conducting the Project: Galvanizing the Private Sector in Infrastructure Transparency in Central America with the Support of the British Embassy in Panama and the FCDO, this projects seeks to engage private sector stakeholders across Central America in promoting transparency, integrity, and accountability in infrastructure development. This project is aligned with the regional push for open governance and infrastructure transparency in Panama, Honduras, El Salvador, Guatemala, and Costa Rica.

To support this mission, the project requires the expertise of a Communication Consultant to create engaging, targeted content for social media channels and develop regional communication materials aimed at increasing visibility and raising awareness among private sector actors.

 

  1. Objective

The primary objective of the consultant is to design and execute a social media communication strategy targeting private sector entities in each of the five countries, as well as regional audiences. The consultant will create relevant and compelling content for Instagram, Twitter, and Facebook, and support the project with promotional advertisements, enhancing awareness of infrastructure transparency efforts.

 

  1. Scope of Work

The consultant will work across the five countries (Panama, Honduras, El Salvador, Guatemala, and Costa Rica), coordinating with local stakeholders and project teams to deliver the following tasks:

  1. Social Media Content Creation:
    • Develop a tailored social media communication strategy for Instagram, X, and Facebook for each country and the region as a whole.
    • Create engaging and informative content focused on:
      • Infrastructure transparency.
      • The role of the private sector in combating corruption.
      • Best practices in infrastructure development.
      • Success stories from Central America and global examples.
    • Ensure that content is customized to resonate with private sector audiences in each country while maintaining coherence across the region.
  2. Regional Communication Materials:
    • Develop regional communication materials such as infographics, press releases, newsletters, and short articles to promote the project’s goals and key messages.
    • Collaborate with the project team to ensure that materials are aligned with the project’s objectives and branding guidelines.
  3. Advertising Budget Management:
    • Utilize a budget of USD 1,000.00 for social media advertisements across platforms such as Instagram, Twitter, and Facebook.
    • Plan, execute, and monitor advertising campaigns to ensure maximum reach and engagement in each country.
  4. Content Scheduling and Reporting:
    • Create a content calendar that outlines posts, themes, and campaign schedules for each country.
    • Provide regular reports on the performance of social media campaigns, tracking engagement, reach, and feedback from private sector stakeholders.

 

  1. Deliverables

The consultant will be responsible for the following deliverables within the consultancy period:

  1. Social Media Strategy:
    • A comprehensive strategy for each country’s social media platforms and for the regional audience.
  2. Content Creation:
    • A minimum of 3 posts per week on each platform (Instagram, X, and Facebook) per country for the duration of the consultancy (approximately 12-15 posts per country per month).
  3. Regional Communication Materials:
    • 2 infographics1 newsletter, and 2 articles highlighting the role of the private sector in infrastructure transparency.
  4. Advertising Management:
    • Effective use of the USD 500.00 advertising budget for targeted campaigns.
    • Performance reports on the reach, engagement, and impact of the campaigns.
  5. Monitoring & Reporting:
    • Weekly reports summarizing social media performance, including analytics on reach, engagement, and private sector interactions.
    • Final report summarizing overall performance and impact at the end of the consultancy.

 

  1. Duration

This consultancy will be conducted over a period of 1.5 month, beginning on November 1st, 2024 and ending on December 15th, 2024

 

 

  1. Budget

The total consultancy budget is USD 3,500.00, broken down as follows:

  • Consultant Fee: USD 3,000.00 for 1.5 month of services.
  • Advertising Budget: USD 500.00 allocated for social media advertisements.

 

  1. Qualifications

The consultant should possess the following qualifications:

  • Proven experience in social media management and content creation, particularly for advocacy or development-related projects.
  • Familiarity with infrastructure transparencyanti-corruption initiatives, and private sector engagement.
  • Strong understanding of social media platforms (Instagram, Twitter, Facebook) and how to tailor content to different countries and regions.
  • Demonstrated ability to run advertising campaigns on social media and manage budgets effectively.
  • Bilingual skills (English and Spanish) are essential, given the regional scope.

 

  1. Reporting and Supervision

The consultant will report directly to the Project Manager for the Galvanizing the Private Sector in Infrastructure Transparency in Central America initiative. Weekly check-ins will be scheduled to review progress, and feedback on content and strategy will be provided by the project team.

 

  1. Application Process

Interested consultants should submit the following:

  • A brief proposal (maximum 2 pages) outlining the approach to achieving the objectives, including ideas for social media content and regional communication materials.
  • A detailed CV showcasing relevant experience.
  • A portfolio with examples of previous work in social media and communication for development projects.

 

The application deadline is October 29th, 2024 and the contract will be awarded by October 30th, 2024.
