The Green Cities, Infrastructure and Energy Programme (GCIEP) is supporting the Vietnamese Government with transport development in Hanoi. As part of that support, CoST is providing technical assistance to the Hanoi Metropolitan Railway Management Board to strengthen its Tender Information Portal.
CoST’s work has involved providing tailored recommendations around data standards based on CoST’s Open Contracting for Infrastructure Data Standard (OC4IDS), and this week, members of the CoST team are in Hanoi this week to deliver a country support workshop.
The Tender Information Portal is a specialised digital platform, operated by the Management Board, which publishes information on urban railway projects. The data platform helps contractors to access procurement information, submit expressions of interest, and provide evidence of technical capability and prior experience for consideration in contractor selection processes across Hanoi’s US$55bn urban railway programme.
The portal is being strengthened through using international data standards, advanced analytics to enhance transparency, governance and real-time performance monitoring. This will help with other critical goals like reducing transport emissions and improving air quality through being able to make more informed decisions through presenting key information more clearly, such as value for money, budget and data publication trends.
The GCIEP programme also enhances opportunities for private sector participation. Enhancements include online support functions to improve communications between the board and the contractors, improved survey form management systems and market consultation mechanisms.
This week in Hanoi, Melina San Martin, Lead Programmer and Evelyn Hernandez, Technical Director will be meet with representatives from Hanoi Metropolitan Railway Management Board’s IT, Appraisal, Legal, Technical and Leadership teams, as well as Tuấn Anh Ngô, CEO, TechTack and Duncan Dewhurst, Director, Open Data Services. 
This will cover presenting a report on this body of work, going through updates to the portal, discussing data quality, and discussing a roadmap for continued work and collaboration. As a result of this project, there will now be a more modernised, regulation-aligned platform that can sustain evolving operational demands in the sector.
