From 6th-10th October, the 2025 Open Government Partnership (OGP) Global Summit will take place in Spain. Over 2,000 high-level stakeholders from across governments and civil society will take part in collaborating and sharing solutions around open governance challenges. CoST members and international secretariat are looking forward to attending.
CoST and OGP share a long history of collaboration and mutual support with next year marking a decade since OGP first endorsed our work through an Open Government award to CoST programmes in Malawi and Honduras. Since then our relationship has gone from strength to strength, with increasing OGP members featuring CoST in their OGP action plans to progress transparency, accountability and participation in public infrastructure. We hope at the OGP Global Summit more governments will learn how the CoST approach and our free tools can help them in their open governance aims.
We are excited to join this year’s Global Summit and contribute in several events.
Monday 6th October
Transparent Contracts for Climate and Growth: Making Power Deals Public. 2pm – 3pm. Hotel Silken Ciudad de Vitoria.
Organised by Energy for Growth Hub, we will be speaking at this High-Level Briefing on Clean Energy Procurement and Economic Development. This side event on energy contracts transparency will explore scaling energy procurement, public debt risks, and enable green industrial growth. The discussion will demonstrate how transparent procurement improves sector governance, investment planning, and debt management, ultimately accelerating energy transitions and inclusive development. Tuesday 7th October
National-Local Collaboration on Open Government. 5.15pm-6.30pm. Palacio Europa – 6 – La Florida
The session aims to highlight the various ways in which national and local governments, as well as civil society, are collaborating across levels to promote the adoption of open government approaches. The discussion will delve into the primary challenges, opportunities, success stories, and lessons from country examples.
Partnerships and Pintxos: A networking event. 7pm-9pm. Tolono Bar.
In this relaxed setting over drinks and pintxos, we’ll be launching our OGP Guidance Note, which supports governments, civil society and OGP members fulfil their Action Plan commitments. We will also be celebrating Kaduna State in Nigeria, a CoST and OGP local member, in launching their new infrastructure data publication portal. This event is now sold out.
Wednesday 8th October
The power of open procurement: more transparency, better public services and sustainable communities. 11am – 12.30pm. Main conference venue.
This session will feature best practices from government and civil society, lessons and impact from open contracting reforms, and explore how to use public procurement as a lever for broader social, economic and environmental reforms such as building sustainable infrastructure, empowering civil society participation in public spending decisions, and delivering better value for money.
