This year CoST launched its updated Independent Review Manual, a key resource designed to strengthen the implementation of the Independent Review process.
The new manual is structured in two volumes to better respond to the specific needs of each stakeholder involved in the process:
- Volume 1, aimed at CoST Managers, provides clear guidance on managing the Independent Review as a strategic project.
- Volume 2, developed for Independent Review Teams (IRTs), outlines their roles and activities to ensure objective and high-quality assessments.
However, these manuals can still be useful for non-members of CoST. The updated content expands on topics such as procuring Independent Review Reports, common challenges encountered, and recommended actions for follow-up after a report launch. It also offers practical guidance to help teams adapt the CoST approach to their local contexts.
This revision also introduces important changes in key terms to better reflect current practices and enhance clarity for readers. This ensures consistency and alignment with international standards on transparency, accountability and participation in public infrastructure.
Discussing the importance of this manual with members earlier in the year, Evelyn Hernandez, Head of Members, said “CoST is a data-driven initiative. We promote the use of our standards to improve access to data, which can then be converted into information that supports better decision-making by government… we can deliver better infrastructure, enabling people to receive improved services and ultimately enjoy better lives. Through this updated guidance, CoST reaffirms its commitment to promoting transparency, accountability and participation in public infrastructure by equipping its members with practical tools to deliver effective Independent Review processes.”
Both Volume 1 and Volume 2 of the manual can be downloaded from the resource page on the CoST website, with a final Spanish version coming in early 2026. This manual builds on existing resources from CoST, including its recently launched Private Sector Portal and recently published Infrastructure Transparency Index Manual.
