Assurance report: Agulae-Shaigube – Berahile Road Project

CoST is principally about achieving transparency and accountability for the cost, time and quality of public sector construction projects through the release of information /disclosing into the public domain. This assurance report, commissioned by CoST Ethiopia, aims to assess, verify and analyze the Agulae – Shaigube – Berahile DB Road project information for accuracy and to ensure it is easily understood by stakeholders, to be disclosed to the public in this standard template containing
selected data – Material Project Information (MPI).

The Agulae – Shaigube – Berahile DB road project includes asphalt concrete standard carriage way, bridges, culverts, retaining walls, pavement marking, and erecting traffic sign and is 74.92 km in length. At the time of writing, the project was still ongoing. At this point, the time elapsed up to the end of December 2014 was 1552 days, almost four and a half years, or 142.64% of the original contract time. The assurance report analyses these delays and identifies the concerns regarding lack of value for money; such as single source procurement, unfair procurement competition and delayed completion.
