A key requirement of an application to join CoST is an implementation plan. The implementation plan should respond to local needs whilst also adhering to the CoST principles. It should be outcome focused and the product of stakeholder consultation. This Guidance Note describes a number of steps to consider when preparing an implementation plan for both an inception period and scaling-up the implementation of a CoST programme.
