This report summarises the initial findings by EMC Jatula Associates; who were selected as the
Assurance Team (AT) to collect data from participating procurement entities (PEs) in the CoST Initiative.

Three institutions namely Malawi Housing Corporation, Northern Region Water Board and the Roads
Authority participated in the study whose aim is to increase transparency and accountability in the Malawi construction sector.
