One of the tools that CoST promotes is an assurance process that turns infrastructure data that has been disclosed to the public by clients into clear and compelling information, prompting questions and actions. In this paper, we show how the assurance process complements and adds value to existing audit mechanisms, why it can be a deterrent for poor performance and how it can be used as a catalyst for project improvements and sector reforms.
