These are the minutes for the eleventh CoST Board Meeting, in September 2014.

The Interim Board discussed the programme updates, the financial report, a new application to join CoST, the donor attitudes survey, managing poor performance, the future of the board, the Open Information Policy and, lastly, managing political upheaval and controversy. The discussion on the programme update was highly detailed, constituting a breakdown of the 12 CoST member countries and their progress. The new application to CoST came from Thailand.
