Our governance

CoST – Infrastructure Transparency Initiative – is a UK-based not-for-profit organisation with a global International Secretariat. Our team is based across the world, allowing us to work closely with our 20+ members and international partners.

Our governance structure

We believe in local ownership. The CoST International Secretariat supports governments and partners that want to work with us and demonstrate sufficient commitment to improving infrastructure transparency and accountability.

We work through a local-first model, supporting governments to work with partners to apply the CoST approach in a way that responds to their own context. This multi-stakeholder approach is often overseen by a local Multi-Stakeholder Group, which makes decisions about how to progress the CoST approach on the ground.

Governments and their partners do not need to be members of CoST to benefit from our expertise and support, although many choose to formalise their partnership with us through membership.

Our Board

The CoST Board provides strategic oversight of the CoST International Secretariat and makes key governance decisions, including whether to accept or terminate a government’s CoST membership.

Our Board brings together representatives from the regions in which we work and from the three sectors at the heart of the CoST approach: government, the private sector and civil society.
