CoST Board Government Representative

Cynthia Patricia Cantero Pacheco is Secretary of Planning and Citizen Participation for the Government of the State of Jalisco, where she promotes an innovative vision aimed at strengthening public governance, with a special emphasis on government openness, social oversight, and accountability. She has 27 years of experience in public service, standing out for her leadership in transparency, citizen participation, open government and anti-corruption systems. She has held strategic positions such as Citizen Comptroller of the Municipality of Guadalajara and President of the Institute for Transparency, Public Information and Personal Data Protection of the State of Jalisco, in addition to actively participating in the National Anti-Corruption System and the National Transparency System.

Since 2019, she has actively promoted the consolidation of the international infrastructure transparency initiative CoST in the state of Jalisco, being present in all its stages, chairing CoST Jalisco Multisectoral Group. She has promoted the incorporation of municipal governments and the development of social accountability through the creation of Oversight Committees, in collaboration with universities such as the University of Guadalajara, the Monterrey Institute of Technology, the Western Institute of Technology and Higher Education, and the Pan-American University. She is a professor at the Pan-American University and the University of Guadalajara.
