Based in: Kisaasi, Uganda
Olive is CoST’s Regional Manager for Africa & Asia and Learning Lead, helping members turn infrastructure data, independent review and citizen engagement into better infrastructure and public services. She previously implemented the CoST approach in Uganda, where she drove work to increase transparency and competition in public infrastructure, contributing to average bids per tender rising from 1.6 to 12.5, and helped launch the country’s first Infrastructure Transparency Index (ITI).
Olive brings more than a decade of experience in governance, public policy, gender and social accountability across Africa and Asia at both a national and local government level, including in diverse and conflict-affected settings, and has particular expertise in building multi-stakeholder partnerships, influencing reform, measuring results and sharing learning. She is currently undertaking the Anti-Corruption Collective Action Certificate (ACCA) through the International Anti-Corruption Academy.
