On 20 October 2015, details of the ‘CoST Ukraine’ initiative were agreed in a Memorandum of Understanding signed by Andriy Pivovarskii (Ministry of Infrastructure), Andrew Batishchev (Ukravtodor, State Road Agency) and Petter Matthews (CoST International Secretariat). Joining forces with Transparency International Ukraine, the World Bank and other stakeholders, the signing represents the launch of CoST Ukraine to promote transparency and accountability in public infrastructure investments.
CoST Ukraine will initially work with State Road Agency Ukravtodor to publicly disclose information on four investments:
- “Roads of the Carpathian region”;
- Repair works on public roads in 2015;
- Works on the H-01 Kyiv-Znamenka road, as part of a collaborative project between Ukraine, the EIB and the EBRD’s “Project for the Improvement of Transport and Operational Conditions of Road Approaches to Kiev”;
- M-03 Kyiv – Kharkiv – Dovzhanskiy reconstruction project, in collaboration with the World Bank.
The information will be disclosed in the ‘CoST Infrastructure Data Standard’ (IDS) format. The CoST IDS comprises approximately 38 items of information that will be routinely and periodically disclosed over the whole investment cycle. The information will also be examined by an independent ‘Assurance Team’ appointed to ensure the accuracy and completeness of the information and to interpret it for the public. Additional stakeholders supporting CoST Ukraine include Confederation of Builders of Ukraine, Center for Political Research and Analysis, Employers’ Federation of the Transport Industry, the European Business Association.
