Clara is CoST’s Regional Adviser for Asia, working with governments, the private sector and civil society to strengthen integrity, transparency and accountability in infrastructure investment. A dual-qualified, non-practising lawyer in Singapore and England & Wales, she brings nearly 20 years of experience across governance, human rights, access to justice, community development and sustainable infrastructure.
Her earlier work in international development continues to shape her emphasis on participation, inclusion and locally grounded reform. Her current work spans procurement reform, open contracting, climate finance transparency and regional network building. Across Asia, she helps translate global standards into practical reforms suited to real-world institutional and market contexts.
