Sebghatullah Karimi is a civil engineer and infrastructure governance specialist supporting CoST’s work on transparency, accountability and integrity. As a Technical Adviser, he played a key role in developing CoST’s Infrastructure Integrity Toolbox and Integrity Diagnostic, contributing to risk mapping, methodology and practical assessment tools.

 Previously, he spent over six years as CoST Afghanistan’s Country Manager and researcher. With over 15 years of experience in engineering, procurement, project management and infrastructure governance, he brings practical and research expertise to CoST.

Beyond CoST, he has spent more than a decade teaching university students and sharing his knowledge with future engineers.
