Evelyn is CoST’s Technical Director, helping members and partners turn transparency tools and standards into practical solutions that safeguard infrastructure investments and strengthen sustainability and resilience. She has worked with CoST since 2014, first leading CoST Honduras and later serving as Technical Advisor and Head of Members, where she led the development of CoST’s international data standard (OC4IDS) and the Infrastructure Transparency Index (ITI).

Before CoST, Evelyn built more than 25 years of international programme leadership experience across governance, transparency, accountability, open government and citizen engagement, developing a strong ability to connect data, policy and implementation across different contexts.

She is never far from planning her next trip to discover new places and cultures…
