Aída manages CoST’s beneficial ownership work in public infrastructure in Panama and Ecuador, supporting its expansion across Latin America and coordinating partners, grants and programme delivery.

Previously, as CoST Panama Country Manager, she secured the inclusion of infrastructure data publication requirements in national procurement legislation and led the development of the award-winning PanamaenObras platform, integrated with PanamaCompra. She also oversaw Panama’s first Independent Review of six major projects and two Infrastructure Transparency Index assessments, which recorded a 41% improvement in Panama’s score, reflecting transparency reforms she helped advance.

She brings over a decade of experience in governance, open contracting and international cooperation, including work with government and multilateral development banks.
